I doubt there would be any civilized applications for it given that this would been seen as a means to completely revolutionize warfare and become a top secret military application used to deliver troops or simply weapons anywhere with no risk. Combine enough of these devices with quality surveillance you could fight and win a war without breaking a sweat - imagine your enemy's morale vanishing when small or large explosive devices appear from nowhere and kill their troops or destroy their equipment or infrastructure without warning.

Hope you were wrong, but doubt it.

Imagine the carnage, your government does not even have to declare war any more. Beam a nuclear device into enemy territory with a 5 second fuse - Blam, terrorist action, nothing to do with us so sorry for the loss of your population/manufacturing base/financial institutions. Or worse, locate an enemies nuclear power station and remove the Carbon cooling rods from the reactor - forced Chernobyl!

I always loved the bit in Star Trek about the Genesis cave, where he says "This isn't Genesis. It took the engineers months to dig this little bit out of the rock."
And I was like "Dig? dig?? You could've beamed the rocks out to make that corridor section in minutes!"
